DTM ČR – Important Changes in Building Permits

A significant legislative change that will affect the building occupancy permit process and obligations related to the Digital Technical Map of the Czech Republic.

DTM identifiers will be mandatory starting August 1, 2025

Dear Users,

We would like to inform you of a significant legislative change that will affect the building approval process and obligations related to the Digital Technical Map of the Czech Republic.

1. Amendment to the Building Act (Act No. 283/2021) – Amendment No. 87/2025

An amendment to the Building Act, amending Section 232 regarding final building approval, was published in the Collection of Laws under No. 87/2025 Coll. and will take effect on August 1, 2025.

Key changes:

Current practice (until July 31, 2025):

  • To demonstrate compliance with the obligation toward DTM, it was possible to alternatively submit the surveying section of the as-built documentation (DSPS)

New requirement (effective August 1, 2025):

  • The surveying section of the DSPS will no longer be accepted as an alternative means of demonstrating compliance with the obligation
  • The developer will be required to provide the record identifier used to upload the transportation and technical infrastructure (DTI) documentation to the regional DTM

What this means for you:

  1. When planning the schedule for construction projects scheduled for final inspection after August 1, 2025, it is essential to allow sufficient time for the documentation to be entered into the DTM
  2. To successfully obtain a final inspection certificate, you will need the record ID used to upload the data to the DTM
  3. Without this identifier, the building authority will not grant final approval
