DTM Czech Republic - important changes in building approvals

A significant legislative change that will affect the process of building approvals and obligations related to the Digital Technical Map of the Czech Republic.

DTM identifiers mandatory from 1 August 2025

Dear users,

we would like to inform you about a significant legislative change that will affect the process of building approvals and obligations related to the Digital Technical Map of the Czech Republic.

1. Amendment to the Building Act (283/2021 Coll.) – Amendment No. 87/2025 Coll.

An amendment to the Building Act was published in the Collection of Laws under No. 87/2025 Coll., modifying Section 232 of the Building Act concerning the approval process, which will enter into force on 1 August 2025.

Key changes:

Current practice (until 31 July 2025):

Alternatively, the geodetic part of the documentation of the actual construction (DSPS) could be provided to prove compliance with the obligation towards the DTM

New obligation (from 1 August 2025):

The geodetic part of the DSPS will no longer be accepted as an alternative means of demonstrating compliance with the obligation
The developer will be required to document the record identifier by which the DTI documentation was uploaded to the County’s DTM

What it means to you:

When planning the timetable for the construction of the buildings to be completed after 1 August 2025, it is necessary to allow sufficient time for the entry of the documentation into the DTM
For successful validation, it will be necessary to have the identifier of the record by which the data was uploaded to the DTM
Without this identifier, the building authority will not allow the approval
